No. It is the very essence of whataboutism. The whole idea is to hijack the discussion and talk about something else, hopefully the original discussion gets lost in the weeds.

The Soviets mastered this decades ago. The Russian trolls have carried on the tradition.

Which is probably where Bill got it from.
