Outgoing Foreign Minister Sigmar Gabriel of the Social Democrats (SPD) has argued that the target should be revamped to include other factors, such as humanitarian aid and stabilization programs, which he says also contribute to defense and security.

Mainstreaming of human rights and gender into all activities and ensuring compliance with international law, in particular international human rights, refugee and humanitarian law, taking fully into account the UNSCR 1325 on Women, Peace and Security and subsequent resolutions, and the protection of civilians, throughout the planning and operational phases of the missions;

TFEU might suggest that humanitarian aid can be used as an instrument to achieve the entire list of objectives mentioned in Article 21 TEU, which is the key reference point listing the EU's general principles and objectives. These include the ambition to preserve peace, prevent conflicts, and strengthen international security (Article 21(2)(c) TEU).
