Trump is negotiating with China. Its a process and takes time. US trade with China is a national issue and while everyone can be affected, not everyone is affected with the exact magnitude of inconvenience. Trump is working a process and acknowledging that some parties are disproportionately affected. He is mitigating those affects while the greater strategy plays out. I am sure that you are familiar with the concept of triage. Trumps actions that you have cited are very much like that. I support Trump's trade efforts and am willing to tolerate his short term actions.
