Eastern Europe is "Putin's neighborhood", but not his property either personally or Russia's property which he effectively controls by controlling Russia. Nations in that area looking to increase their security against Russia is rather reasonable considering the threat from, and actual military actions against other countries in the area by, Russia. Its not encroachment against Russia because the area isn't Russia's. I wouldn't expect Russia to be happy about it, but terms like encroachment don't properly apply, and getting back to the earlier point it doesn't violate any known promise from the US or NATO not to expand NATO.
