Build a swarm of small robots that run by collecting and cleanly burn plastic as an energy source. And set them free in the gyres. Doesn't really seem that far-fetched or expensive. But no obvious profit in it, so no incentive to do it. Of course the tech advancements would eventually be valuable...for example, could possibly lead the way to autonomous underwater mining.

Maybe a government needs to host a contests and put up some prize money...kind of like the US did with self-driving cars.
