The 'knowledge' to make nukes is all pretty much publicly available now. It's the getting and purifying enough nuclear material that's hard, and hard to hide. That requires a nation-state, otherwise the terrorists would already have nukes. Gun-type fission bombs require very little 'knowledge'.
