Waiting for a problem to resolve itself is always a bureaucratic answer of choice. It avoids "making a mistake of commission" which is always judged more harshly than omission - as one clearly can't be everything all the time. - If anything Xi will come to realize the mini "cult of personality" surrounding his rise has been a mistake. Only a nincompoop like Mao feels the need for an adoring cult of personality. Better to be "merely the face of the party".

John Bolton has always had his schemes - but no one until now has risked letting his ideas run free without a leash, because the consensus has been he has a schoolboy mentality which doesn't reckon adult consequences.

For better or worse he's found a master who's also a child, so we all see what happens. The most likely outcome is some theatrics with nothing but the appearance of change. Trump as usual claims victory for nothing and moves on to his next misadventure claiming it will be "so easy", as he has with every disaster he's touched.
