Looks like Canada perfected a trap to attract people to buy a residence permit.

On my second stint in Saudi I noted that many guys I asked their nationalities they were Canadians.

As it happens, they were Iraqis and many more Middle East nationalities who went to Saudi worked, saved, moved to Canada. Returned to Saudi.
