The intent was to keep the government from making laws restricting speech, and also to prevent it from making laws preventing google from regulating the same rights in the private sector. That gives you the right to speak and write, but not to be heard and read on facebook. The government can't pass a law which prevents SI from banning people. Have you ever written a letter-to-the-editor which wasn't published?
