All politicians lie, that is my precept, I sleep well most nights and risks can be assayed on a scale. A nationwide EMP disaster, regardless of origin, is very low risk but existential in nature. It threatens national defense which is one of the few original constitutional powers granted to the federal government. Near the end of interview, Dr. Pry said individual states could build in their own protections to weather the EMP storm better. I recommend you watch the full link if you haven't already. Maybe household rooms built as Faraday cages will become the new bomb bunkers? ;-) Sadly the utility hardening fix sounded cheap and the utility industry still lobbied against it, NERC is their name, outrageous! nerc.com

I think the DOD is as or more wasteful than any department of government and unsure how to crack that nut. The defense lobby seems to have deeper intra-personal ties than most industries except maybe teachers unions and lawyers?

Maybe what you're saying is that there is an ever growing -unaccountable- administrative state that can easily bungle affairs without recourse to the citizens? I was born skeptical! ;-)
