Yes, indeed ... reminds me of that comparison I made a while back on SI about what happens in a Septic Tank regarding what rises up to the top .... The FBI, among other departments, has had the misfortune of having senior management thoroughly ABUSING THEIR POSITIONS and bringing the FBI into disrepute. This, I suspect, is contrary to the dedication of those FBI employees lower down the ladder ....
