What do you mean "used to be"? Go to Amazon. Paper straws definitely exist.

Georgia Pacific (now Koch Industries) in Crossett AR where I grew up used to have a bunch of such equipment. And a milk carton factory, too. Probably all sold to scrap by now.

Milk carton production was a big process, but straws, not so much.

Someone could knock out paper straw manufacturing easily. As someone stuck with a lot of pulpwood at $7/ton, paper straws are at least a start.

There are all kinds of straws that are not made from plastic. The high-end stuff is around $20. Amazon is selling stainless steel straws for $10. Obviously, each person buys their own straw and keeps it with them...so some of them have a cool carrying case.
