Ernie: I would suggest for an answer you can rely on:

Contact SEC and request the appropriate office for OTC:BB
compliance and ask them exactly what is needed.

Also check with the OTC:BB compliance and request specific information

When is it expected that RMIL will begin trading again ?

Depends who you ask. Today or tomorrow seems to be the cartel's consensus, last week according to the company, and when they're ice-skating in Hell according to others.

What it comes down to is that only the reviewing officer at NASD can know, and he may very well have not decided yet. Could be today, could be several months.
