Art: I think we will not see the bulk of payments to the government on capital gains until April (at least for the tax year ending Dec 1997). If indeed a lot of capital gains were cahsed out, than, this year deficit may look even better than last.

I think that the shortage in securities is less tied to being a reserve currency than to the fact that the increase in national debt was smaller than the interest paid out on the national debt. This created a shrotfall in treasuries supply of at least $120 B when considering that no new money would have come into treasuries.
