Revenues can be increased by factors
Revenue almost always goes up, even during most recessions.

The Reagan tax cut caused revenue to fall. The same happened after the Bush tax cut and recession and the Great Recession (because so many tax cuts were already in the system).

From 1950 thru the 1970s (before tax cuts) we had a hand full of years when revenue fell. When tax cutters gained power the debt soared out of control. with each republican president giving us record deficits and nothing close to a balanced budget (even though that's their issue).

Her goals are most likely going to come to pass eventually, perhaps her time frames are bit ambitious. But my guess is they will happen only in the USA once they have become common place in other countries. America under Trump is a follower not a leader anymore.
