Dave,

The upper anchor for the ACT hasn't been establshed yet on GTAX. If you use the obvious date for the lower anchor, you will get the IL. From that point you can deduce the ACT using a parallel to the IL. You will also find that the IL is somewhat in the way at present and after a little time goes by, the IL will be way up there.
