Lets see, why is this so difficult:

1) Healthcare helps people defend against the ravages of sickness and disease.
2) The military helps people defend against aggression from other people.

Oh yeah, I'm sure there is a "category error" there somewhere in musing about why the payment mechanism for two such things MUST be radically different.

Are you referring to the soldiers that live on post eating in the "mess hall" or "Dining Facility" as welfare?

Unless its changed from my service time, soldiers that live on post received a reduced pay. That reduction in pay is to pay for their barracks or dorm room and the food provided to them. The soldiers, usually higher in rank, that live off post will receive a meal allowance and housing allowance which will also require them to pay for any meals eaten on post. Family members always paid to eat on post unless that has changed.
