Unless there is something in the air or the water or the food supply or with chemicals or radioactivity found in commonly used products that is causing the disease/condition. Or making people more susceptible to it. If there's a problem like that, the government still doesn't not pay our medical bills. In those cases, whoever caused the problem (including the government wearing its perp hat) would be liable to compensate us. That's the way our medical bills get paid. That's the default. Any change would require a paradigm shift.
