Here's what a serious response looks like. There is no reason the navy couldn't have managed to pull something like this together within a week of Maria. They just needed a CIC who gave a shit. Who is the President now, and what President is in charge of those power companies? Are the governors and mayors pitching in? How about the private citizens? Are they pitching in?
