I'd be curious to hear about any major failures involving flooded basements. Some notable examples...

Fukushima Daiichi nuclear disaster (2011): Several backup generators and switching stations located in lower-level areas were flooded, so cooling systems lost power resulting in the meltdown of reactors 1, 2, and 3.

Hurricane Sandy (2012): NYU Langone Medical Center was evacuated after it lost emergency power because: one emergency generator in the basement was flooded, and the other emergency generator on the roof failed because its fuel supply was in the flooded basement.

Typhoon Jebi (Sept 2018): Kansai International Airport in Japan had a disaster response center and electric substation located on the basement floor of the terminal building. This area flooded causing a TOTAL FUBAR.

Based on these examples I imagine many design upgrades are needed around the world.
