As safe as I think it is...I only spray it on footwear and the cuffs of pants....where socks are between me and the pants.

you might also want to try a completely safe adjunct.....rose geranium......considered an essential oil it repels insects. The smell is strong at 1st but you get used to it.

Skin So Soft by Avon worked for me in Florida and the Caribbean. Can either spray it on your clothes or skin. Works especially well for the noseeums.
