Question: I was just looking at Reagans report of Oct 20 when he initiated coverage of WinStar (then at 24) with a 12 to 18 month target of 32. He only rated them at the time as "outperform". Does anybody remember him raising his rating in the meantime to "buy"? I can't imagine in this time frame he upgraded to buy but didn't up his price target. Doesn't really look like a downgrade to me. He started them at a outperform, and has them now at a outperform. If anything, he may have done a little flip flop in between on a little price wiggle. Does anybody remember?
