Actually, I did answer your question. If your broker has Canadian coverage yes, if he doesn't then you cant. It isn't a matter of the phone you use but of what type of service the receiving end subscribes to.

1-800 call from Canada - it depends - some work some dont so apparently it is not automatic. if you are in need to do those calls, suggest you find out ahead before you leave for Canada again.
