Unfortunately, the article you posted about California surpluses is not only dated in June, but is a lie. California is not running surpluses. Just look at the state's own budget website and look up the monthly cash flows. They are running deficits EVERY month. They've run up $18 Billion in net cash OUTFLOWS in the first three months of their fiscal year (Jul-Sept'18). And are expected to run a NET DEFICIT of $10 Billion for the full fiscal year. Look at line # 27 on the cash flow statement. Not good.
