Like Barney Frank and Chris Dodd, and Obama, he didn't understand the leverage of options on mortgages and the resultant risk.

The people who did know where Bill Clinton, Rubin (who had both seen almost the same thing happen in the late 90s, and who had been sternly cautioned by Brooksley Born that it would eventually happen if they didn't take action, and the only action they took was to fire Brooksley Born).

And the other people who knew were Bush and his entire economic team, who repeatedly (about 20 times) went before Congress asking for regulation of GSEs and essentially being laughed at by Frank and Dodd.
