Being socket7 compliant involves 3 basic areas. Mechanical, electrical and logical. Compared to Socket7, Socket8/Slot1 has a different number of functional pins (mechanical), they operate at different electrical specifications (voltage, current, timing & termination), and most of all, the bus protocal is totally different.
Could a bus interface/translator be developed? Possibly but it would degrade performance and take up lots of silicon. I wouldn't expect Intel to have any interest in doing it.
