Subsidies are politicians responding to the desires of businesses and their lobbyists. You could overnight change all politicians and within a short period of time, during which these new politicians would be "educated" by lobbyists and corporate political donations, the new politicians would promote the same policies as their predecessors. GE was the driving force behind tax subsidies for wind turbines. The demand the subsidies created paid for all of General Electric's R&D and more. New wind turbines are economic to install today even though they have no special tax subsidies beyond that offered to all businesses such as depreciation and investment tax credits. . Noam Chomsky once said our government is in the shape of the shadow cast by large businesses and the few other major political contributors. There's a lot of insight in that comment.
