When did anyone indicate there wasn't a difference?

You did. You said:

If the situation was as you described, how do you do an extraction from rooftops with disassembled rifles?

You ignored that part from the article (or at least did not mention in your "argument") which said that the men did not just have "disassembled rifles" but had 2 unloaded rifles as well.
How long does it take to load a rifle?

Depends on the rifle. A muzzle loading rifle may take 30-45 seconds to load (skilled shooter with all supplies laid out). A semi auto rifle with detachable magazine, such as the AR-15 series can be loaded in about 1 second if the magazine has been loaded. Insert magazine, pull operating handle back and release.
So, had they kept their rifles (and ammo) with them, it would have taken very little time to load those rifles and use them in an extraction.

But the police saw them on the roof with the guns in their cases, and asked them to store the guns and the ammo separately in their truck. Which they did.

No arrests, not even a police report.

"Because the four kept the rifles in a pickup and broke no laws, officers didn't write a report, according to police."

No shit, no foul.
