In reality, I think I surprised them. they thought they would bill me for the who enchilada, and in doing so put in a road, bill me w/o my knowledge (learn about it when I sell my property years later when no paperwork available) for the benifit a developer south of me who put in adjoining/additional road at the same time (actually develper started the work and city "used" same company they said to do my part while they were there)...but caught them and now the city council have circled wagons around public works department because they IMO did it improperly and covering the $ss. ray
