Art, both Hynix and Samsung have already said that they are delaying expansion projects.

by delaying increases in production capacity

They are not delaying increases in production capacity, but decreasing production. These are two very different things. In fact, production capacity can be increased at the same time that production is decreased.

I can't understand the weakness in WDC shares.

This comment suggests that you believe that stocks trade at rational levels. When certain players need to liquidate in a poor market, stocks can and do become displaced from rational levels.

All and all, this is great time to take advantage of irrationality, with a nearly 5% dividend, a healthy balance sheet, and huge growth ahead. I personally did a Roth conversion yesterday on a significant number of WDC shares. Not only will I pay taxes on this conversion, but will be hit with the very highest Medicare surcharge in 2020. It will be well worth it.

In addition, I liquidated all of my Verizon yesterday, and put it all into WDC.

Those who were in SanDisk from the very early days (I entered in 1998) understand this story, and the kind of upward moves we get off these irrational downward moves.
