IMO, it is really much more complicated.

There is no help for people who don't want to help themselves.
Unfortunately the solutions are not always obvious nor popular.

If annual inflation is 10% what should the apr be for producing food ?

If there is a shortage of rice should the price be controledand rationing used to insure fair distribution?

Today when we see governments' acts (in democratic open societies) in real time as a reality show, ordinary people do not understand what is going on and misinterprete and form the wrong opinions

Governments of nations establish positions, and based on such positions they seat and negotiate.

It means: before I negotiate, I state my intentions. But should push come to shove, there will be consequences.

That language, as part of the nations' strategy, has a start and can escalate from there until people agree to seat and talk.

How can we explain games nations play to the ordinary people? They can't understand the language like the admiral in that scene in the film.
