Build two reservoirs one higher elevation the other lower, At least 40 years ago Con Edison Hudson river project wanted to do exactly that at a point in the Hudson River......known as the Storm King Mountain project..... they wanted to build a reservoir on top of the mountain and fill it during overnight hours when power demand is low and the power is available.......in daytime they let the water out to turn the turbines at river level..... the locals fought the project for years and finally defeated it....... dec.ny.gov
