The problem we have here is Tench accepts that CO2 is the cause of global warming and wants to reduce it via poverty reduction.
While the way you worded that is awkward, indirectly that's what's going to happen. A reduction in poverty means greater economic progress, more innovation, more competition, and more technological progress.

Technology will be the key to managing the environment. Not asceticism that the left constantly preaches but never practices themselves.
