I've looked at Tomaka in the past and passed. Reminds me of Burroughs & Chapin (Collins)in Myrtle Beach/Horry county SC. Basically in order to realize gains, they have to sell assets, and generally those assets can't be replaced.
As to homebuilders in and around Daytona, I believe DHI does have some development going on, but not enough to move the needle.

As a side note, I used to do a lot of deed research when I worked for a civil engineering firm in Myrtle Beach, it is amazing how cheaply the beach front property was acquired way back when, you couldn't give it away at that time, not being productive land. I'd see old deeds which stipulated that if you bought X amount a farm land, you were forced to also buy(almost be given) unproductive beach front property. I saw deeds where livestock was traded for ocean front property..amazing.
