The way the House (and the Senate) are structured, your average Rep has no power and all the power resides with the Speaker and committee heads. So if you ran to bring change to the Congress, you have no choice but to tackle the leadership. Now if the rules were more democratic and power was shared, then perhaps there would be less in-fighting.
