Once upon a time, California had an economy smaller than France's. Then we passed a carbon tax. Now France has an economy smaller than ours.
The carbon tax isn't what grew California's economy, and you know that.

I think there is an easier solution than cap and trade. Just pull all the subsidies our government gives to oil, gas, and ethanol and let the free market decide who wins. And I mean ALL the subsidies need to go, including the military engagements in the middle east that are intended to secure our oil supplies. If Exxon had to pay for their own security forces around the world, then how much would oil and gas cost Americans? You'd also need to end the subsidies for renewables, including car tax credits and the like. However, I bet the increase in oil prices from them having to foot their own military bill would be all the renewables need to compete very effectively.
