Shovel-ready is infrastructure. Invest in the services instead. What drives GDP is the service sector.

Once upon a time, way back, investing in infrastructure would drive GDP.

Not Infrastructure nor manufacturing. Look at manufacturing. Way back in time, governments of advanced countries would lower interest rates and that would drive consumption, which, in its turn, would drive manufacturing

Do the same today and it only drive imports and the Chinese economy as manufacturing is based -mostly- in China.

Investing in infrastructure is for LATAM and Africa. And even there, investing in the service sector is driving GDP.
