This is my second favourite project - Montalva. Initially it was the Montalva Solar Project that was the most exciting project, until RealBlock $$$ came to the fore, for me. It took me a long time to get my head around and be comfortable with it - a solar project in Puerto Rico, Hurricane Maria PR - you kidding me?

I watched the CSPAN Congressional testimony on “PREPA” that included the pro GRB Testimony by Thomas Emmons GRB’s Montalva Project financier. This House of Representative Committee is responsible for Puerto Rico funding, namely the US $24B repair/ upgrade infusion for the territory that’s being proposed for the island. The montalva PPA (Power purchase agreement) is a signed contract between Grb and PREPA. The project has been stalled for about 5 years? without adequate explanation, and can I say it so corruptly, that GRB has filed a US$951m RICO (racketeering) lawsuit against PREPA, the PR Electric Power Authority.

The PPA requires PREPA to offtake US$1.9b in power purchases from GRB and has a court validated profit NPV of US $191m to GRB. This power would replace electricity currently produced from much more expensive and DIRTY oil. Since the offtake rates were established the cost of solar power infrastructure has plummeted, so reduce the upfront spending by millions and that NPV takes off!

They have the land tied up, the driest and most protected part of the Island. We Have the FULL project funding in place - and all permits too I believe. The plant would be built to powerful hurricane standards; a couple of small solar facilities on the island built to these standards survived just fine. The contract by PREPA cannot be escaped through bankruptcy and due to the US relationship with Puerto Rico ultimately the US government would be responsible to PAY this $951 million suit.

The legislation to require approval is expected to go to vote before Christmas break but it’s a mad house in the House with trying to pass bills before Christmas break. With the loss of the House to (pro renewable power) Democrats its crazy busy. If our bill doesn’t go to vote (as part of a way larger appropriation bill) by year end, the we’re lookimg at early 2019. The Republican Representative for PR is a big backer of Montalva. The level of cooperation between Dems and Republicans is better on renewable energy than any other matter.

They can build and operate. Or they can sell it to a major renewables co. for big payday - this is the preferred route. Getting PREPA to agree to follow the terms of their signed contract is the key. The US government is the bat. The formula: US191m + Increases due to conservative assumptions+ Solar plant savings - Montalva purchaser Profit = Big GRB paycheque that shoukd be multiples of our current cap.

I have not asked, this is just ME thinking aloud: The CEO has not paid himself for 9 years. He and close associates own approx 60% of the shares, the float is UNDER 5 million shares. Sure would be nice to get a big fat special dividend.

I really like the Real Block as well. It is being adopted in Arizona, only a matter of time before it is nation wide, The solution is needed.

The solar project is huge too, relative to the income it will bring in - to the market cap. It will get done, the government is behind it, the people of Puerto Rico. Once the legislation is passed where the US government will act as guarantee of the power contract, construction will start. Financing is in place
