There is very little accountability for civil servants in Canada, there is always the comfortable circle of reliance. I relied on Jim, who relied upon Bob, who relied on a legal opinion written by the janitor. Heads have to literally roll when things like this happen to keep people on their toes. Canadian bureaucracy is perfect as in perfectly corrupt, probably worse than Mexico.
