As I read the NR's, I am of the opinion that they have permission to drill and bring out this 990 tons. What you say would come into play for anything above 1,000 tons. This NR says clearly what their plans are. They must have covered the requirements to do the work they talk about.

I'm an optimist. The glass is half full. Now the treasury has money to do the work they want to do.
