I do not believe citizenship absolves one from wrongs they commit or agreements they violate. Nor do many of the world countries. Otherwise there would be no extradition treaties. Between The US and Canada even your IRS / Dept. of Internal Revenue files are available cross border. Criminal offense records are available in either country.

The US and Canada have been long working together on international crime. This article is from 2013. Basically it is just moving forward actions they have already carried out. An RCMP officer I am very familiar with spent two weeks in the US working with US enforcement authorities chasing a particular person.

In the Case of Byron Blue he was actually arrested and extradited by British authorities where he was residing at the time based on evidence provided by Canadian RCMP, After 36 years chasing him and building evidence, he received a life sentence for the crime.
True Justice, would not allow Criminal activity to hide behind borders.
