Is it illegal for Russia to buy ads? I'm not sure that's true. What about how all the other countries spend hundreds of millions on lobbying our Congress to get laws favorable to them? Is that illegal? Nope. The line here on what is legal and illegal is very grey. Ultimately, that is irrelevant. A more practical concern is "how effective was Russia in influencing our election?" The answer is clear. $16M in Russian ad money simply does not even show up as a blip compared to the almost $2B that Hillary and Trump spend on ads. So I'd say not very effective. Also, the only real manipulation of an election that was proven without a shadow of a doubt was the collusion between Hillary and Wasserman-Schultz in their defrauding of Bernie's Primary chances. Then again Hillary manipulated the election when she paid for the Steele Dossier, which was commissioned from a former MI-6 agent who got his info from former KGB agents. That was an attempt to tank Trump's election chances, based on a document so full of holes and so unverifiable that the FBI themselves said they could not verify the facts in the document. Then Obama colluded with the FBI to procure a FISA Warrant using that discredited dossier to bug and try to entrap Trump. That still didn't work, so then they used that fake dossier to get a Special Counsel appointed and the rest is history. 2 years later, still no proof and no indictment of Trump, even though we have plenty of evidence of Hillary and Obama's criminality and collusion with Russia.
