i prefer to live in jurisdiction of small government, obedient civil servant, lots of police answerable and made to answer to the policed, good food, low taxes, light regulation, easy infrastructure, where the people is universally not afraid of the governing authorities, and generally be left alone - hk works for me and mine squalor is a state one might fall into irrespective, and is assuredly not a function of governance - india messy should be avoided except when wish to be entertained - france democracy is a function of definition - singapore
