It is a shame alright. The unfettered immigration that the socialists have allowed is destroying their social welfare networks. This is the problem with socialism. It is always set up like a ponzi scheme. My view is simple. If the people who pay taxes, decide that they want to vote themselves a welfare network, then at least you can say, "well, they paid for it." But when people who don't pay taxes like 50% of the US or all the immigrants in the US and Europe start to take advantage of that welfare system, then all of the sudden, those systems collapse under the weight of the money required to support all those people who don't pay into the system.

This is why socialism always fails. It is not designed on sound mathematical principles, but rather on the good will of math challenged people. Capitalism, on the other hand, engages the incentives of people to drive the best outcomes at the aggregate level, which ultimately lifts all boats. The differences couldn't be more stark, and yet, the math challenged socialists still want more, despite all historical evidence of the stupidity of socialism.
