Correct. However Canada has a binding agreements with the US on criminal apprehension & extradition. Canada having involved it's self in the process by arresting the CFO upon request by US authorities. They are responsible for the actions they have taken and will in the future. It's like being the car driver in a bank robbery. Even though they do not enter the bank or grab the money, They are still guilty of robbery. They were part and party to the actions taken. That is basically Canada situation with the apprehension of the CFO. Should she be sentenced to 30 years in the American Courts. It will be because of the action Canada took to place her in Jeopardy. So Canada does bear some liability.

am observing that your president trump is doing a leadership job, for better or worse we best withhold judgement until clearer say at least 60 months from now, and with any good fortune, much clearer 60 years from now. he appears to be leading team usa out of wars, and at the same stroke, placing sunshine on the deep-state am certain that he would be countered at every corner, along all paths, and 24/7, by the deep-state, but yes, he is commanding. let us see how the alliance acting against him counters cnn is yelping quite loudly the deep-state is essentially going, blame it on the russians, the chinese, the trump, the whatever, the anyone and anything, except the deep-state, that which does not and cannot exist, because we the deep-state say so welcome to the matrix :0)
