I believe that definition is the culprit. MSFT et. al. should be refering to a higher level interface which not only includes hardware-software boundry, but also software-user boundry. The "Computer Users Environment" (CUE) would encompass all which you state plus some code which be considered apps by today's definitions (i.e. Desktop navigation, etc.) Is not the easy use of the computer hardware and software by humans the main reason for most computer companies today.

This whole business of "where can Microsoft go today" being dictated by extra-industry eggheads and politicos is lame. I think this whole thing is a Clinton-Reno diversion from something else. There is just to much effort by the administration for the size of the alleged transgression by Microsoft. Just my observation.

The latest Businessweek does a good job on the whole Microsoft picture.

<Programming Interface for applications to use to get access to these operations." By this definition, most commercial OSes would fail as being only Operating Systems. They all include what I would consider applications. MSFT's OSes are the worst offenders of the separation of OS from application, to the detriment of customers. If they had a properly layered approach that separated Operating System from Utility software and applications, customers would be better off.>

If this is so, why do customers openly choose to buy MSFT OSs instead of Mac and UNIX. John Dowd is right, the tech crowd want to complain about MSFT products as they are on their way to the store to purchase them.
