Sure she can; just copy it word for word, and give it a new name, with 2019 in the title. The Senate will then have to deal with it. If they unanimously pass what they unanimously passed, Trump might not veto.

Yes, but, unfortunately, it's still a new bill. Requires another senate vote. And, given Trump's veto threat, it will fail in the senate. Pelosi knows that so she's not going that way. I like the strategy the House Dems are now publicizing--two bills, one which authorizes a year long budget for all the remaining agencies save Homeland Security, and a second for it (without the wall).

Trump has said he will veto both and McConnell may, thus, not put them up for a vote in the senate. Makes it clearer still who is responsible for the shutdown.
