John, every state capitalism is an "action among friends". The governing elites in such regimes are just a small clique maneuvering the masses. China governing elite underestimated the Americans in general and DJT in particular. They thought they could play the old game and would work. Give you a practical example: The trade negotiations China wasted 3 months which come to hurt their economy. The elite thought that the trade war could be solved in a tete a tete (Xi-DJT) in Buenos Aires where they could cook a back room deal with DJT. Waiting for that they did not negotiate for real. DJT told them to go back to the table and negotiate with his team. Agreed a 90-day truce. and now, after wasting 3 months, which hurt their economy, they are back at the negotiating table.
