It's perfectly legal for them to send money to Mexico any way they want to..
It may be easy for the individual, but the institution moving the money across the border is very heavily regulated. How many people who are dependent on remittances even have a bank account? Western Union and similar services are easy, but the nearest location may be many miles away.
