It's been proposed. The irony is this: smokers are, after all, easy to spot, and even if they try to conceal their deadly habit from the Authorities it can be detected by blood tests. Real abusers--child molesters, violent parents--are far harder to catch.

What about the gun owners who are careless about keeping their arms locked up? And the parents who feed their children death-dealing animal fats? Where, exactly, does one stop?
